I was listening to BTW for the first time in a while, and I started really paying attention to the production and I was just like "what is this?:what:" I feel like it's like electro pop and is mostly synthesizers but idk. BTW's production sounds like hectic noise when you listen to it to me, I can't tell what it is. I feel like I hear disco then I hear rock and then dance pop and it's just :messga:So, what genre(s) of music is BTW  and what are the instruments used?

It is mixed genres. Just called it experimental. Yes, that is a legit genre. Look it up.

However I will say that Gaga is inspired by rock. The Fame seems to be inspired by 70s glam rock (Bowie, KISS, etc) and BTW 80s glam rock (Bon Jovi, 80s KISS, etc). But neither of those albums have any actual rock songs that could be put under that genre
