The difference between Gaga and Katy, is that Gaga was a much bigger personality with a much more hectic rush. ARTPOP was backlash because of that, it was almost revolting the glory era of 2009-11. She was framed for competition, and the public was sick of trying to understand Gaga. With Katy, it was hit after hit, but there isn't anything to over-expose. It may sound mean, but with times changing (she actually had a bigger holding on streaming) the world has proven they just aren't checking as much; she also hasn't really had much artistic growth, only regression.
