Out of nowhere KIIS added it to power. I don't think money is involved. Interscope/record labels probably promise some radio station an exclusive premiere of a song and that's how they corroborate. It would make sense for them to take part of it, but if the rumor is 100%, I don't believe that. Artists would rather take their chances with no play-listing then lose all their money. There’s no such thing as “payola”, “keeping the revenue”, etc. if a project seems interesting for the platform, they’ll add it to their playlist. A good incentive is if the artist communicates to that platform. It’s just negotiation/business.
