It's not so surprising. I haven't clicked the article and only read the headline. But I'm living in Japan right now and their culture is completely different from ours (western culture). They're very polite and a lot of things may appear "backwards/f'd up" compared to Western culture. Men are still superior to Woman in Japanese culture so maybe she feels pressure for publicly disgracing a man/men. There's a lot of sexual assault going on in Japan every day in the trains. The trains get jam-packed and you are after pushed up against multiple people. Old men referred to as ちかん (Chikan) often take these situations to their advantage and touch girls. A lot of girls let it happen because they don't want to cause a scene in front of so many people in the train. Sometimes a girl will stand up for herself and confront the man; some men will feel such shame because of this that they start giving the girls "hush money" in order to get them to go silent. Trains do have woman only sections where handicap and woman are only allowed to enter; sometimes a male foreigner will wander in that train but it's fine because they don't know what's going on/can't read Japanese.

It's so upsetting that it had to get to that point.
