I think someone there payed for it as a commemoration so I think this is official ya'll! Chateau Marmont was the hotel where they shot the scene but the billboard myst be photoshopped since it couldn't have been that high in any of the billboard. https://m.discoverlosangeles.com/blog/a-star-is-born-los-angeles-film-locations This is a Google street view of the billboard. And here is the penthouse view from the top of Chateau Marmont. Look at the left side of the photo.
