He gave ARTPOP a fair review (and a higher score than Yeezus). I think he just doesn't like the song and ASIB as a project (he seems like he thinks he's too ~cool~ to like a big studio romantic movie IMO). Oh he actually was rooting for million reason for the grammys last time y'all. He's not a gaga hater for sure, he simply doesn't like each of her songs. I actually kinda like the guy, and I do think he considered Gaga a serious musician, but I think there's something else to him disliking Shallow, for one because he didn't really say anything about the song itself - his criticism basically came down to 'oh, two extremely privileged people playing lower and upper middle class people? pass' - that has nothing to do with the song and is a weird sentiment in general... Maybe he has a really good friend who is an obscure musician with troubled life and any attempt to represent that kind of artist on screen in his mind is a disservice or something... idk, but I think this time him disliking the song is more personal and doesn't really have much to do with the song itself or Gaga for that matter - that 'review' was pretty out of character for him...
