It's a lot of factors I think.

First, she makes 80s synth-pop which is historically popular among gay communities. I've also read a bunch of thinkpiece articles about how her lyrics touch on themes of escapism and hopeless romanticism which connects really well with gay fanbases. In 2013 she cancelled her performance at a Boy Scouts concert due to their homophobic policies, so people like her as an ally to the LGBTQ+. Plus, her status as an 'underdog' kind of star makes her kinda relatable to a lot of queer people. It also helps that she's a really nice person who's easy to root for, so she's tapping into that queer belongingness.

But mostly IMO it's just that she makes GREAT pop music
