It's used in marketing for limited editions all the time, they produce a certain amount of units and put only 40% up for sale, saying "This is limited edition, we only have so many units, get them while you can!" Once that small number is actually sold out, they can backtrack and say "The response to this has been incredible!!! We would have never imagined! Since so many people are sad they didn't get one, we decided to do new ones!" It's about like... anticipation I think. Let's say they have 10k signed copies, it's more likely to sell all 10k copies if they put them up for sale in brackets of 1k units over the course of 1 week instead of putting all 10k up at once. Restaurants use this tactic too, they let people in VERY slowly so that a queue builds up that is visible for other people.
