Why are you moaning? The title says it: BILLBOARD. Of course it is based on their lists, especially the Hot 100 where Gaga only had a great performance when she debuted.

Katy' s Hot100 numbers are impressive.

but the same can be said for every single gaga released after BTW the single. The teenage Dream singles  were very successful  WW all peaking with the top 10 in the UK and most of Europe.

Not Really, Judas and The Edge of Glory charted very high worldwide.

It is. It's not just about #1's. It's more complex than that, for instance, longevity of a song on the Hot 100 is a huge factor, regardless of whether the song hit #1. Just because Katy has more #1s than Tay doesn't discount Taylors longevity with her singles.  This list is not subjective  - it's based on a very specific formula to calculate chart success.
