In my opinion, it can be all of or a few of these things:

- A song that is completely, utterly forgettable, no matter how many times you hear it.

- A song that seems overly short, unfinished or has a "demo" feel.

- A song that seems like a copy/paste of countless cliched songs that the artist has done over the years.

- A song that has no layers and nothing interesting, as if very little thought was given to it.

These songs usually are somewhere in the middle of the tracklist, never at the start or end. They usually have 2-3 per album, depending on the length. Short albums tend to have less, it's sad when they don't. The more basic, generic, manufactured and talentless the singer, the more filler their albums will have. It's not about whether you like the song or not, it's all about the quality level and if it's memorable that constitute whether it's filler or not.

Sometimes a single gets so popular that they are able to release an album full of mediocre songs that are carried by that one songs success. They are effectively selling a single for a full albums price. For example Camila Cabello - Havana.
