The Tarrifs will not show weakness by being lower than what Trump targets, but they are not designed to tax harder than Trump decides to tax so as to not escalate. For example Sanctions on Russia over Crimeia and now Sanctions on Iran again Germany holds huge influence over what happens in Europe not because they threaten the EU with their big military but because they have a large powerful economy Economic power can be flexed with relative ease...
