I would say it’s to show that she can relate to whoever she’s congratulating, to show that her approval isn’t just a worthless mention from her. Lady Gaga congratulating Beyoncé for Coachella is worth more than a fan doing the same thing because Lady Gaga has already done Coachella, so she knows the work that goes into it.

This is possible. I remember one time she said that you can't judge something if you are not knowledgeable about what you are judging.

I think it's to show that she's also had an experience of what she's talking about  I don't think she means any harm by it or anything
