This does not make any sense. Adam Lambert embraced his homosexuality since the beginning of his career and made similar music to Gaga yet his album peaked higher than The Fame Monster.

Because she wasn't a household name when she debuted and it's common for an artist's success to become a lot more frontloaded as their career progresses, so it's only natural for their sales to develop according to a Gaussian distribution curve at first. Especially back then, when streaming wasn't taken into account.

(The Fame Monster is an EP, anyway, so that shouldn't come as a surprise, either)

Because she didn't have a fanbase. The fans push an album to #1 in the first week. The Fame has sold a lot but in a long period of time, with steady but not impressive sales per week.

Born To Slay

TFM didn't because the first week sales were divided between the stand alone version and the version that included The Fame, which counted toward the latter. That's why The Fame skyrocketed to number six the week TFM debuted at #5.
