If we can't legally get ACT II, why did DJWS play a bit of TEA?

Gaga herself confirmed songs like Onion Girl saying "it's so good" on a radio show, also mentioning Tinnitus and In like With You. I'm sure these tracks were finished or at least layed down for demo when she mentioned them. 

Sire is another track that has actual lyrics that she sang to fans, DJWS also confirmed the BPM of Sire. 

Basically an EP could have been ACT 2

05. Sire

06. Partynaseous

07. Brooklyn Nights

08. Temple

09. Stache 

10. Cake Like Lady Gaga

11. Princess Die

But really we do have a full album

The idea is that all Troy plans, including Act II, had to be cancelled for legal reasons after he separated with Gaga. So DJWS playing it has OP confused.

My reasoning would be that Tea never rose to being formally finished and registered or set in stone for release so there wasn't a way for Troy to profit off of it. So Paul was free to play it as the beat was still his.
