A pop star going fully into jazz, collaborating on a whole album with a jazz legend, and it got only 64? ARTPOP is okay, don't judge me I'd give it like 63-64, but overall not bad. Joanne even tho it's in the 60-69 range, it's quite a decent score when you look at it.
