Whoever was most efficient at selling a particular product at lowest cost got to sell more regardless of Nation... then maybe your Nation was more efficient at something else during periods of expanding trade you get more economic growth history has shown and its because of more competition, innovation and efficiency on a grander scale trying to shun imports and just being self-sufficient is what North Korea largely does and it does not workout well for them!
