Gloat for what? Puerto Rico is one of his territories. It does him no favours that they're not doing well and forwards no agenda for him either.

Puerto Rico's government mismanaged and overspent at the expense of its own citizens and left them unprepared for tragedies like this, since when is making governments accountable for their own actions not okay?

47% of Americans don’t know that Puerto Rico is part of America. Wouldn’t be surprised if he’s one of them. There’s a reason he ignored PR and then tweeted this, compared to his responses to hurricane and floods in Texas and Florida. 

 

 

His response to the “apocalyptic devastation” on Puerto Rico has the empathetic sincerity of the grave-side Tony Soprano muttering “Whadda ya gonna do?” to the widow of a wise guy he’s just had wasted.

Please don't mistake me for a Trump supporter, absolutely no actions he has taken in this presidency have I sided with. However I don't buy into the whole poking holes in people's words every time they speak just for the sake of making them look bad every time. Trump is a jackass and there's bigger fish to fry than him acknowledging that Puerto Rico's government is irresponsible and put its own citizens at danger.

If a government has left its citizens in an unsafe position in disasters such as this they deserve to be called out for it. Aid is being sent the citizens way by the USA.

It's called reading between the lines. There are very few tweets of his where he isn't putting double meaning in them.
