If you're a label submitting your artist there, you are basically saying "look, our artist has had a breakthrough success this year". I'm 100% sure you can't submit twice, since people would be (rightfully so asking) "So... what happened about that career changing breakthrough you supposedly had last year?"

Dua is overrated anyways just like Alessia. Except Alessia actually did something this last year. New Rules is cute but it's not a Just Dance type of breakthrough for a new performer.
