Trudeau has delayed most of Canadas planned infrastructure budget increases saying they needed more time to figure out what projects to spend the money on to not build for the sake of building and to ensure the projects the money is spent on will actually have lasting impacts and benefits

 

As a result this year the Federal Deficit was $17 Billion, far lower than expected. With 4.5% GDP growth the National Debt fell to 27.6% of GDP far below the over 100% average in the G7 Nations

 

Trudeau promissed that what was not spent this year will be invested next year instead

Well, I think that makes sense.. it's better to build during crisis times anyways. Creates (temporary) employment for the unemployed, leading to a quicker recovery from the crisis. Keeps the economy going.
