ARTPOP did. Was The Fame a flop? No. Its harder to get radio support and top 10 hits later in your career. Britney, Katy, Beyonce, etc can all show this statistically. Applause was still a huge smash hit lead single. Do What U Want would've been bigger except for the Venus situation and lack of video. After that they stopped promoting the album and G.U.Y was more like a gift to fans. ARTPOP sold on par with Miley and Katy's albums, the "competition" during that time.
