I guess the difference is is that these guys don't have the luxury of just cooling themselves off when they can. They failed to contribute to society and have probably caused grief in other people's lives. Prison isn't luxury...although movies and tv shows portray it that way. Half of the supermarkets I shop in don't even have air conditioning, all school facilities I visited during my lifetime and university campus buildings (except the one that just very got recently built) have no air conditioning. Even retirement homes (where they would make the most sense) don't have them 95% of the time. Air conditioning is definitely seen as something extremely prestigous/luxurious/unneccesary here.
