And then it soon fades nearly seamlessly into the words “a successful demographic transition when countries still have seven to eight children per woman — you can decide to spend billions of euros, you will not stabilize anything.”

Getting a handle on the human population growth in Africa(as well as many other areas of the world) is an issue that needs to be addressed, though.  Sure, it's a mildly laughable statement l coming from the leader of the biggest colonizing nation of said continent, but that doesn't make it wrong.  

To say overpopulation is a "civilizational" problem is problematic, but if he said it was a "cultural" problem he'd still be getting slammed, even though to a large extent it is a cultural problem.   :rip:

I think his choice of words are questionable but there's definitely some truth there. In a continent where its people have comparatively little access to education and contraception, mothers will end up having many children - more than they're often able to sustain. That's why the birth and death rates are high in less-developed countries.

So yeah, the fertility rate IS an issue in Africa, but I'm not going to suggest that it's "civilizational". And don't get me started on European imperialism. :neyde:
