No, she couldn't exactly halt the filming of a movie though, could she. She's under a contract and there are tight filming schedules costing thousands & thousands of dollars if delayed. May I remind you that she is obliged to shoot the movie. Her participation in the filming is regulated by the contract; to the studio, she is just another actor and her liabilities are documented and signed and she can't just break them. She may be Lady Gaga, but it doesn't mean that she just turns up at the studio whenever she likes and is free with her schedule. Producers and direcotrs used to have conflicts and misunderstanding with the stars of all sort of scale, and they will never let anybody star in the film without a contract. There is probably a force majeure chapter in the contract though, where there's a description of the circumstances under which she may take a break from the filming. However, she is not obliged to shoot the Cure music video in any way, I doubt there is a chapter in her contract with Interscope that says that she has to shoot a music video for every released single, so that's why she can choose. And her resentment to make a music video so far may be explained by anything: her loathe of promotion or the fact that she has lost a dear friend, we can only speculate on the true reason and will never know until Gaga herself explains it. She was contractually obligated to "shoot a movie" during this particular time frame. Budgets were in place, other cast members were on set and hundreds of support staff were scheduled during a particular time. "Shooting a movie" is not like going for a weekend vacation.
