Sure, there are many unreleased songs that were not put on AP but everyone is running with what Gaga said once or twice and even then she only said she's considering splitting it in two halves but that was way before the actual release of the album and we know how uncertain and fluid everything was during that era. In my opinion if she wanted to release or leak it, she would have already, especially around the time of the SXSW in 2014. She never followed up on it, which I take as she never even compiled a list of songs to be released as Act 2. The process didn't go further than imagination. She also said she wanted a video for every song, doesn't mean it was ever planned. ARTPOP turns 4 in a few months, there is no official Act 2 and it's never going to happen. She explained that she wrote a lot of songs when she was creating ARTPOP and when she wrapped up working on those tracks, she felt she had a very specific idea of the concept for the first in what we hope will be a 2 part album."
