An album can flop and still a bundle have a huge effect. If an album sell 500k total copies and 60% of that amount is bundled is obvious that it had an impact. The impact of a promotion only can be measured correctly in relative terms. I'm not saying that Witness is secured to not flop because the bundle, I'm saying that if the percentage of bundled sales is high that it will be considered a big investment by the label, not a gain. If an album sell 1M, and another album sell 1.5 but 60% of its sales come from a bundle, you can do the math and find what album is more profitable for the label.
