That program will go into effect for the coming school year and cover tuition at public higher education institutions for families making $100,000 or less. In the fall of 2018, the household income cutoff will settle at $110,000. In the fall of 2019 that rises to $125,000. K-12 education received a $1.1 billion or 4.4 percent school aid increase — up from Cuomo's initial proposal of 3.9 percent; $700 million of the increase will be in foundation aid. The budget plan also lays out a regulatory structure to allow ride-hailing services such as Uber or Lyft upstate, which can begin operations within 90 days of the budget going into effect. The companies will be required to maintain minimum insurance coverage levels of $1.25 million from the point when a driver is traveling to pick up a passenger to the drop-off.
