Imo it's because she doesn't have widespread respect as an artist. Gaga, Beyonce, Madonna, Pink and others have a back catalogue with numerous hits and big album sales too but they, unlike Rihanna, Katy etc, have impressed people beyond their 'expected' pop audience whether it be to talent, risks, artistry or whatever. I think that's what it takes to be elevated to the next status.

 

People still see Rihanna as pop candy and just a hot girl, basically. Even though she's had more hits than most people, most of those hits are forgettable because they come so regularly and most of them are quite generic, not very special.

 

Basically, I don't think she's done anything of note to push herself in order to impress people out of her existing demographic. She's set a standard for herself and stayed there for years. If she ever starts to push herself artistically, it might change.

Hence you don't see much specific stanbase that she called as Navies.
