I assume they don't want to offer immunity in exchange for testimony unless they need information at the close of the investigation. For all they know, Flynn may give them information that they'd uncover in the near future without his assistance. In that scenario, he'd essentially have manipulated immunity. If, at the end of the investigation, they offer him immunity for the information he's offering...then chances are its significant and not easily accessible. Flynn may have valuable information, but it's something they may come across during their investigation. You don't typically offer immunity so prematurely.
