I consider Starstruck (and some others from The Fame that are meh), Telephone and FOHL to be bad songs but I like the rest, some songs are not excellent but they're still enjoyable. Gaga has always been one of those artists that really puts her heart and soul into every song she records and all of the 15 of them that made the final cut are good songs (IF we compare it to other pop songs). We're all allowed to have an opinion and different taste so sometimes a song is not for everyone. I used to dislike Fashion! when the album came out but I like it a lot now. MANiCURE, Donatella and Jewels are some of my least favorites of the album but I listen to them from time to time, I prefer those to some of the most popular songs on the charts.
