That song was more subtle in its intentions and the lyrics really aren't risque by modern standards, Rihanna is heavily urbanised (a genre in which explicitness is accepted, especially on urban radio), Rihanna is regarded as a sex symbol meaning the public are more welcoming to a sex song from her and Rihanna was young and very popular when that single came out (the biggest factors in depending on whether your sex song will be a hit or not). It's just not going to work.

The charts right now will tell you that people have got quite bored of sexual popstars. The charts have been going through a rather chaste period for a while now with only a few exceptions. If Gaga makes a song like this, it might make people put her back into that untalented popstar category again, typical Gaga just using controversy to sell kinda deal. Gaga is highly benefiting off not using sex to sell right now. It's getting her regarded as a real artist, making people buy her singles, album and buy tickets to her tour. I don't want this to be ruined by her name getting associated with controversy again. Plus, she's spoken so much about how this is her most personal record and is about her family and all that. Such a single would make her claims seem like another one of her exaggerations.
