By implementing these new sanctions, Obama was betting that Trump and his staff would reach out to Putin; by expanding the power of the NSA, Obama was opening those communications up to other intelligence agencies (outside the immediate control of Trump's loyalists) so that information could be filtered to the mainstream media.
