What if she releases a few songs from ARTPOP Act 2 or the scrapped RedOne Song on an EP as a Spotify exclusive for a certain time. This project could just be a side project of her without major promo. In this way she could increase her streaming force and this would be also a nice gift for her fans. But what I meant to say is that if Gaga actually wanted to, she could do a couple of things and increase her streaming power. Just some of the things that pop into my mind: Release a song featuring some streaming force like Rihanna, Ariana (I'm positive they would accept it), release a really friendly song with a nice video (for youtube streams), PAY or idk wtf she has to do to get into the biggest Spotify playlist etc.. So there are ways, it's just that this is Gaga we're talking about and I just don't even expect her to do those stuff cuz I know she just doesn't want to.
