Right now sales still have more value. Even then by the time streaming becomes the only thing there is, the people that are buying her albums will also have moved on to streaming. She is in fact very successful with her albums for the time that they are  released. And clearly she is not selling singles very well latetly so she is not a singles artists. At least not right now. This. Streaming is the reason why she's not a singles artist anymore. Back when she was at the beginning of her career, singles sales were mostly digital downloads. Although digital sales have still more value, streaming has progressively increased its importance to the point where a single with poor streaming performance and decent digital sales won't be able to compete with the most streamed songs. That's what happened to PI. It debuted at #2 on Digital Songs with 100,000 downloads, a very good debut in 2016. However, she only reached #25 on Streaming Songs and that's why she ended at #15 on Hot 100. I guess Joanne did better because maybe people stil prefer to buy albums rather than streaming them. Streaming is less important in albums than in singles so Joanne's great commercial performance may be because of this.A proof is that she made it to the first position on Billboard 200 with 170,000 pure sales. But if you look at their album sales you will notice that a hit single doesn't have much of an effect anymore. The thing with Gaga is that her -targeted- audience is completely different now than it was in 2009-2011. She used to be a big single artist back then because she was the hot new thing among young teenagers (most of us). But now there's a whole new generation running the pop music industry. You won't see a lot of 14 year olds running Lady Gaga fan accounts as much as you see them running Justin Bieber and Ariana Grande fan accounts. And right now they are the ones responsible for making songs trendy which leads to more streaming exposure. Single sales are driven mostly by streaming/radio success, it's like a rotation effect. Album sales on the other hand are driven by real interest in the artist.
