It sounds like an explanation for not splitting up dogs but also mentions that someone else bought this one? So...what? I think she and Bo got the puppies from the same litter, and the brother and sister won't be split up as they're not going to complete strangers. I think there's a typo in her caption and that it's meant to say her best friend bought his brother/sister (rather than 'my best friend bought him') thus not splitting up siblings.
