Should the physical CD be for sale a week after digital?

so what if its more time consuming its the right thing to do and it can create more jobs to solve unemployment

It's time consuming and would cost a great deal. There's no point punishing someonr after the leak...it's counterproductive and the damage is done. They've lost the sales as a result of the leak and now spend more resources tracing the leak etc. 

It's different when it's say a hacker but if the album has been obtained legally then what can you do? Punish everyone who purchased it? 

Prevention is better than a cure. Prevent the leaks happening by delaying physical release  (the main cause for leaks) and then you won't get half as many leaks. People aren't going to stop leaking things just because someone on the other side of the world got caught...

The OP even gave examples of albums that leaked due to the CD and albums that delayed and didn't leak (minus anti but that was a Tidal error).
