In marketing we have two kinds of promo.

Soft promo and grand promo.

Grand promo consists ATL (above-the-line advertisement, like magazine ads and billboards)

Grand promo hasn't begun yet.

There's no written rules to releasing an album. Might as well have all the new material out if it's great stuff ready to perform.

I truly believe she's trying to rid herself of being too mainstream and taking calculated steps to not become over exposed. It's really become trendy to not be trendy. I also believe she's not interested in taking a chance on outdoing The Fame Monster. I don't think she enjoys making that genre of music anymore.  Imagine having to sing songs you didn't like for the rest of your life....It would be miserable!
