That's the type of rhythmic pattern she's using here. I think it has more of a tugging feel and I don't find it particularly awkward, but hopefully that frame of reference provides some context. And it's very reminescent of one particular Elton song which we know Gaga likes for years, and has had inspired some of things she's done. I was the only one saying it I feel like but Florence sounds very out of key and the beat is generic and too much like Elton John. When we get the full version I'm sure I'll learn every word and listen every now and then, but that song stuck out the least. Also, the 30 sec snippet could've been at a weird part in the song.
