The government of G.O.A.T. (the head) or the actual earth government?

Well... apparently the government of G.O.A.T doesn't want her to create a new race, so at the beginning she's escaping from some kind of prison (the castle). The 4D head in the diamond is explaining the story between some of the songs. Gaga kills the president at the end of Government Hooker, and then she gives birth to a new race during BTW. She is sent to the meat grinder. At the end she somehow kills the government (well, she kills the head, but I suppose that it represents the government) in Paparazzi. Now that she accomplished her mission she sings Marry the night to represent it.

It has some holes because we have to watch the whole show to really know everything, but that's what I understood.
