Plus I doubt Gaga can play the innocent, and gullible Ariel. Lily James was 26 when filming Cinderella, Emma Watson was 25 when Beauty and The Beast filming started, clearly not early 20s at all like you'd believe. Disney will cast anyone they'd see fit.
