Gaga has been gone for a long time and the last time she was around it was precisely Katy who, to the GP, beat her. So I don't think, if there's a direct competition between them, Gaga can outsell Katy... The best approach, I believe, would be to avoid direct competition (so the new album can be judged on its artistic merits instead of how much it sold) and try to deliver the best work she possibly can... But her last lead single was huge so who's to say really. In the end anyone can beat anyone by having a good song (or even by not having a good song). Katy serves "super relatable ear-friendly candy kindegarten simple lyric with bubble bops and child-friendly" music so it'll appeal to more people. I think Gaga will get more deep and super mature with the rock/funk/psychedelic genre so it might still get successful, but maybe not as much as katy. but who knows, really?
