Highly unlikely!

Many artists write and record bunches of songs for each album, and then only choose 11-16 to make the final cut, and the rest go unheard. It's very common.

If I remember correctly Gaga only said something vague like "I have enough good songs for a second act of ARTPOP, maybe I'll release them eventually"

The way I see it, she didn't even plan 2 acts of ARTPOP, fans just interpreted it that way and spread the rumour. She was just doing the usual routine of writing 30 songs and cutting it down to an album length.

It's just unfortunate that she let us know so many titles of songs that didn't make the cut... she should've said nothing! (which is what she's obviously doing this time :P )

P.S. I'd say that maybe she's re-worked some of them for the new album like some artists do, but Gaga seems to be someone who dislikes revisiting older work.

Also she wrote a lot of those songs during her high days, and I'm not sure those emotions/memories/feelings  from during that time period are something she wants to go back to or use in her current music, considering she seems to now view her high days as a low point in her life and to have moved on.

And btw imo they aren't terrible, like, why should they be? Gaga wanted to release an Act II but it was her previous managment and Interscop that didn't let her release it... I think Gaga really like those songs and would like us to hear them, but in order to get over that bad chapter of her life she got over it

Act 2 dosen't exist. It was just another pipe dream like the app and the continuation of Telephone.

Act II is actually the original ARTPOP, before it was changed to the one we have now. So Act II is actually ARTPOP, while ARTPOP is actually Act II.

Sorry to be morbid, but I like to think all of the things that gaga has confirmed (Venus  video/DWUW video, Act II, those damn missing yoü and I fashion films, etc.) will be released after Gagas death in some kind of never before seen career moments type of thing. Is that crazy?

I love every Gaga album so far tbh, including C2C!  

But I've mistaken the meaning you gave to "terrible", in that sense I agree with you even if not for all the songs... I think that some of those songs are really too much, but maybe some are more radio-friendly or however more ARTPOP-ish (in the way we got to hear that album)
