It's very easy to miss when you point at arms / legs, and potentially armed man could fire back if police officer missed... Well, I wouldn't be in shock and not follow orders for god damned 1,5 mins I mean come on... (and yes, I watched again, it was that long) And why did they stop him is of no relevance to what happened next. He had more than 1 minute to listen to orders and raise his hands. That's not difficult at all. You don't try to pull out a gun / hide marijuana up your butt / scratch your back when police officer tells you to raise your hands and points a gun at you. He had been shot twice and had no idea what he was doing with his arms probably because he most likely had never experienced being shot before. He was flailing around. He was not a threat at all. Sorry, but it's not officer's thing to try and guess if he has a gun or not. He COULD be armed, they ordered him to raise his hands many times, he didn't listen and kept his hand behind him, sorry but they had the right to take action. That's just how it works. You follow the orders of police officer or and if not, they'll take action. Which is why a taser would've been appropriate in this situation. Not death. Cmon now. Maybe they didn't have it though or smth... But taser can also fatally injure a person if current is passed for too long, there were cases when someone died. But it's not like he didn't have plenty of time to listen to orders and raise that damned hand. What was he even doing with it ?
