We know that IS has called on lone wolves to cause as much carnage as possible during Ramadan, so this could be linked to that, removed from the implication of it being a carefully planned attack. What people need to do is focus on who was the target of this terrorist attack: a minority who is targeted everyday by many people with different backgrounds and beliefs.
