Yes, you can. The process goes:

Gen III——>Gen IV via Pal Park with GBA Pokémon game inserted into slot——>Gen V via Poké Transfer System at Poké Transfer Lab with another DS——>Gen VI via Poké Transporter––>Gen VII via Poké Bank

As for the Gen I games, they will be transferrable through Poké Bank as well. Additionally, not sure the logistics yet, but every Pokémon will be guaranteed 3IVs from what I've read, a random nature, and the Pokémon will have a chance of having their hidden ability as well. Glitch Pokémon will not transfer, i.e. MissingNo and Glitch Mew will not be transferrable. Not sure if the HA thing also applies to starters, and also not sure how shininess will result, if it even will

On top of that, once you access Poké Bank after the update is complete, you will receive the Mewnium Z-crystal. Shouldn't be long before we have HA Alola starters, which may happen during the Pokémon 21st anniversary of the original or maybe later, who knows? I'm just so hyped that male Pokémon can now pass their Poké Ball and their hidden ability so long as it is not a male only species which will only pass down HAs if they come in a Bank Ball with HA. The only "legal" ones possible like that in a Bank Ball can only be in a Dream Ball. The same also goes for female only specie

UPDATE (AS PER SEREBII): All Pokémon will have their Hidden Ability when transferred from Generation I. This is so lit and I am so surprised. Game Freak actually exceeding fan expectations 

They did that with Sun and Moon, but I thought that was their peak

Lol, I just realized that means No Guard Fissure Machamp is impossible; inb4 that's the reason why all transferred Gen I Pokémon have HAs

Very interesting to note:

RBY transfer nature:
This is dependent on the exp they had during transfer. Each nature has a set value 0-24. To figure out what nature you'll get, divide your Pokemon's current exp by 25 and the remainder will match with nature you get. So if it has 516 exp, you take 500 out leaving you with 16, giving you a Mild Pokemon. The values are: 
0 = Hardy, 1 = Lonely, 2 = Brave, 3 = Adamant, 4 = Naughty 
5 = Bold, 6 = Docile, 7 = Relaxed, 8 = Impish, 9 = Lax
10 = Timid, 11 = Hasty, 12 = Serious, 13 = Jolly, 14 = Naive 
15 = Modest, 16 = Mild, 17 = Quiet, 18 = Bashful, 19 = Rash
20 = Calm, 21 = Gentle, 22 = Sassy, 23 = Careful, 24 = Quirky
