The Fame/Fame Monster has defined and set up this decade more than any record this decade. What record would you say has defined this decade moreso?

That album changed pop music...

She and those songs/ videos brought performance, fashion, drama, creativity back to pop. It also inspired healthy competition for years between top artists. Also helped edm/ dance music into pop. That album doesn't desrve top 10 but it is top 20

That didn't have anything to do with my response tho. I was saying that his music was pop at some point whether it is good or bad, or honest or dishonest.

^^^^^ both gaga and (maybe idk) david guetta redefined pop music by making it more electronic.

Agreed to all of them. 

Add to that, it was one of the first albums in those times to incorporate clear vocals on chorus. Frankly speaking, I had never heard a chorus as clear as that of Poker Face before ever, back in 2009.
