At least that's what I get. I really love BTW's lyrics. "This is who I am, this is who the fuck I am" was Gaga's response to people saying that the lyrics are very straight forward/literal. Hair is something you can change to express yourself and by her mother (an authority figure) cutting it off represents stripping someone of their creative and aesthetic identity to conform to societal expectations.
