The other nominees have far more complicated and multi-faceted roles and have a more clearly defined character arc. They play characters with more range. Yes that's mostly due to writing, Gaga doesn't decide what events happen to her character, but the role being played is a legitimate factor to consider with these sort of awards. Gaga played The Countess very well, but I don't think the role was as challenging as the roles played by the other nominees. I can't really speak about Sarah Hay or Queen Latifah, as I haven't seen any of their respective shows, but Felicity Huffman is absolutely brilliant (I personally would love to see her win) and Kirsten Dunst is incredible in the roles they played. Their characters have so many layers and the performances are so nuanced. Gaga's character is interesting and a great stepping stone for her, but I don't think it's the sort of role that really deserves a Golden Globe or Emmy. Ryan Murphy wrote her a major role without even seeing her act. No audition, no long list of acting credits to draw upon, nothing. I don't think it's coincidence that Gaga ended up with a composed character who has a calm demeanor and seems completely unshakable. It was a role written incase they needed to disguise and hide some awkward acting skills. Gaga ended up nailing the role, but it's not the sort of character that's extremely challenging or nuanced. I'd love to see her in more challenging roles and I think she has a good chance of pulling those roles off, but this particular role is not globe worthy imo. Even though I do feel that she deserves it because of her performance but seeing how easy it is just makes you wonder.
