"Syrians" would've sufficed. I would have arranged for the Syrians to be taken to a particular part of the world, somewhere that's not too far away from their homes and would've funded a huge temporary city environment for them. Bulgaria is massive and has a population of under 8 million. You work out where's best to send people, some of whom are definitely terrorists. You're insinuating that what happened was the best plan. We started panicking because they said a guy ran away and they expected a third blast. Hopefully this stops soon RIP to everyone who tragically passed away.
