That it's a huge drain on the Brittish government spending is simply not true. The UK invests 9 billion more than it gains in return, and that's not a significant amount of money for the UK (about 0.4% of GDP). This is largely paid for by the richest, who pay the most taxes. The middle class and lower class might get 40€ per person in taxes a year (which is not a lot, relatively). This is also compensated by taxes paid for (for example) by the London financial sector, which contributes a lot to the British economy but would disappear in the case of a Brexit.

This confuses me so he says in a way that UK can survive and seem to be in favor of it but then some eurosceptic accuse him to have made up his mind about staying?

They are founding members of it so leaving would mean the death of EU. I think the EU is still a good idea but it needs to be done differently.
