It seems as though it's just there to keep the theme of shallowness present. The Fame Monster: Teeth - Essentially I think the whole album is flawless, even Teeth, but in comparison to the other tracks it just doesn't stand well and seems pretty disconnected. Born This Way (Standard) : Americano - Racist, tacky production, and cringy lyrics. Complete filler. ARTPOP:Dope - I wish I could choose the whole album (minus DWUW) but alas I can't.
